Circe works at the Paranormal Power Lab and has some form of connection to one of the Lab's higher ups, as she believes that Milo thinks of her as a Parachute, someone who depends on nepotism to gain ranks.
She was primarily responsible for the research and construction of Dein, and subsequently holds a grudge against Pray because she crushed Dein with ease and then found out that Milo thought of the test as a measure of Pray's ability rather than a demonstration of her success with Dein. After this event she is often seen observing Pray during her training fights in the fighting arena.
